Diplomatic Relations

A Shared Vision for Peace

The diplomatic relationship between the Democratic Republic of Timor-Leste and the Republic of Korea is defined by a shared commitment to peace, democracy, and the rule of law. The Republic of Korea was one of the few countries to establish diplomatic relations with Timor-Leste on 20 May 2002, coinciding with the restoration of Timor-Leste's independence, having already opened a diplomatic representation to UNTAET in 2000.

Korea's presence in Timor-Leste began even earlier, in September 1999, with the deployment of its military contingent, the "Evergreen Unit" (Sangnoksu-budae), as part of the UN-mandated peacekeeping and INTERFET operations, helping restore security and support nation-building under the UN transitional administration. Since the formal establishment of ties in 2002, bilateral cooperation has expanded from post-conflict reconstruction to a comprehensive partnership spanning education, capacity building, sports, health, climate change, gender, and labor mobility.

1999
Korea's presence in Timor-Leste begins in September, with the dispatch of the Evergreen Unit as part of the UN Peacekeeping Forces, tasked with strengthening security and supporting humanitarian and reconstruction efforts. Over the following years, approximately 3,000 Korean military personnel served in successive rotations.
2000
The Republic of Korea opens a diplomatic representation to UNTAET, ahead of the formal establishment of bilateral relations.
2002
On 20 May, the Republic of Korea becomes one of the few countries to establish diplomatic relations with Timor-Leste at Embassy resident level, coinciding with the restoration of Timor-Leste's independence.
2003
On 6 March, five Korean peacekeepers of the Evergreen Unit were swept away by strong currents while crossing the Ekat River in Oecusse; four were confirmed dead and one remains missing to this day. Their sacrifice is remembered as part of the enduring bond between the two nations. The Evergreen Unit's deployment concluded later that year.
2009
Korea and Timor-Leste sign a Memorandum of Understanding under the Employment Permit System (EPS), opening a formal pathway for Timorese workers to be employed in Korea's manufacturing and fisheries sectors.
Oct 2025
Timor-Leste is admitted as the 11th member state of ASEAN, deepening the strategic relevance of its partnership with Korea under the Korea-ASEAN cooperation framework.
Jun 2026
Foreign Minister Bendito dos Santos Freitas pays the first-ever official visit to Korea by a Timorese Foreign Minister since 2002, meeting his counterpart Cho Hyun in Seoul. Both sides agree to expand cooperation in climate change, infrastructure, human resource development, and maritime affairs, with Korea reaffirming its support for Timor-Leste's integration into ASEAN.

Partnership and People-to-People Ties

Beyond government-to-government cooperation, Korea's partnership with Timor-Leste is felt in the lives of Timorese citizens directly. A number of Timorese have benefited from Korean scholarships through KOICA and the Global Korea Scholarship (GKS) program, gaining access to education and skills that support Timor-Leste's development. At the same time, labor mobility has become an increasingly important pillar of the relationship, with thousands of Timorese workers employed in Korea's manufacturing and fisheries industries under the EPS framework since 2009.

The bond between Timor-Leste and Korea was forged through the sacrifice of the Evergreen Unit, who stood with the Timorese people in their earliest days as a nation, and it continues to grow today through scholarships, employment opportunities, and expanding partnerships in trade, climate, and development.

Through regular high-level exchanges and diplomatic consultations — most recently Foreign Minister Freitas' June 2026 visit to Seoul — both nations continue to explore new avenues of cooperation in education, health, climate change, gender equality, and employment, a partnership made all the more significant as Timor-Leste steps into its new role as a member of ASEAN.
